I bought a second hand mini pc online and after a day, a message prompt after windows sign in. 

the message on the white screen: 

 

"Your system has been locked please contact the United Health Group at 1-888-848-3375
Please reference KI ID 103232 FOR PROPER ROUTING"

 

And I cannot use the computer that I bought. I tried system restore and resetting the pc. but after 24 hrs it becomes white screen again

 

please help.

The online seller should provide help.  It is undoubtedly a block the previous owner has built in.

Now the obvious question, "Have you called that number posted?"

Another question - can you start up and enter the BIOS?

Here is the manual for that model line

Look at the   Computer Setup Utility F10 on page 57

to get to that:

1.Turn on or restart the computer.2.Repeatedly press F10 when the monitor light turns green to access the utility.You can also press Esc to a menu that allows you to access different options available at startup, including the Computer Setup utility.

I did not call the number posted but it says it is from united health group. 

 

I can enter bios as I followed the instructions you have provided.

Has the problem been solved once the F10 setup Utility was run through?

It maybe worse , as shown here.

Yes, exactly why I asked if they called that number.

If it was not stolen, then the IT dept should help get the system cleaned up, so the new owner can get it working again.
