sorry, i just quickly skimmed the thread here
If you remove the memory module(s)
Then you start the computer, what happens exactly, do you have any beeps?

ok listen to me mate I have been trying to fix my computer for days now
and i have been waiting for a answer
this is what you give me
first of all i don't have enough money
second of all This is my last computer
third of all My components work
Its just it wont turn on.
and yes i have touched computer components before so tell me the **bleep** i gotta do so my pc works again
because i don't have enough time.

no, but my monitor works it just says monitor going to sleep
the thing is my power supply and everything works
it is just my **bleep**ing computer will not post or turn on.
The monitor goes to "sleep" when it cannot detect any video-output stream from your computer.
So, if the computer does not power-on, then it does not send any video-output.
Your least-expensive option is to invest some of your time to purchase a new power-supply from a store that has a good "no questions asked" return policy, and remove the current power-supply, and connect the new power-supply, to see if this component swap solves your issue. If not, exercise that generous return-policy, to get your money back. Of course, there is no way to get your invested time back.
If you can find an "owner/operator" of a computer-store, take your computer there, and have them "test-install" a compatible power-supply. If it solves the problem, purchase the power-supply. If no compatible power-supply is available, thank the owner/operator for their assistance.

The computer may appear to boot up, yet be permanently unusable..
when you try to boot without any memory module, the motherboard should detect it, and without am a series of beeps
If not, there may be a problem with the motherboard!

@Danielatheer -- I searched the HP Warehouse, using the model-number you supplied, and found the page:

On that page, I see:
5188-2622
250-watt (max) power supply (Zinfandel), Bestec ATX-250-12V)
- 100-120VAC and 200-240VAC input (switch selectable), 50/60Hz
NO LONGER SUPPLIED
Thus, you cannot purchase a replacement power-supply from HP.
So, take your computer to any owner/operator computer store. That person will inspect the physical dimensions of your current power-supply, and hopefully will be able to sell you a compatible power-supply.
That person will probably remove the current unit, connect the replacement, and test it, to be sure that the computer will power-on with the new power-supply. If the computer does not power-on, then it is likely that the original power-supply is OK, and that you have some other problem, such as a broken power-button, or no wires connecting the back of the power-button to the motherboard, or a failed motherboard.
If the computer does not power-on with the new power-supply, then DO NOT BUY IT -- thank the person for their time. Maybe, the person can be hired do some additional trouble-shooting (not for free!).
