My hard drive failed after a power loss and I tried recovery  manager  that was pre-installed but failed. Now I cannot even boot up the pc or get to the recovery manager app. Is there a way I can download or purchase an HP recovery manager media so I can use it to restore factory settings back. Thank you very much.

Hi:

HP won't have recovery media for your PC since it is more than 5 years old.

You can use the HP cloud recovery tool and a 32 GB USB flash drive to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with the PC.

Here is an info link for how to use the utility.

HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Customer Support

You can download the software from the Microsoft Store.

HP Cloud Recovery Tool - Microsoft Store Apps

Since you have to use the utility on another PC, you will need to enter the PC's product number in the tool's search window in order to proceed to make the recovery media.

The PC's product number is:  V9B63AA#ABA

If for some reason, that is not an option for you, this vendor sells recovery media for your PC:
