My laptop was stolen and fortunately it was found and returned to me. Problem is, the person who stole it wiped all my stuff off my laptop and now I can't do anything with my laptop because the account on there is no longer mine but this other person's and it is now asking me for a bitlocker recovery key to an account I don't own. How do I get this other person's account and stuff off MY laptop so I can use my laptop again???

If there is BitLocker on the drive, it is meant to prevent anyone from doing what you are inquiring to do.
You are better off to replace the hard drive and install Windows fresh.

If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.
