> Should I still be able to save my files to the new hard drive?

Given that Windows is still trying to boot, it should be possible to:

1. buy a new disk-drive

2. re-install Windows

3. connect the old disk-drive as a "secondary" disk-drive

4. copy your personal files from that disk to the new disk-drive

Compare the "imminent failure" status of your disk-drive to your spouse, telling you that one of your automobile's tires is bald, and thus is likely to fail, but probably at an "unknown" date in the near future.  You can try to drive on it to the nearest tire-store, but don't try driving cross-country.

@Kklewis24, welcome to the forum.

I believe that your hard drive has failed.  Your only option is to replace it with a new drive the same size or larger.  This will assure that your Recovery media will work properly.
