Of course and we play with the drivers of that machine.
But please be informed that it is recommended to have the right drivers for the right model.
If someone is newcome in system administration, he will not realize all of what you said.
Also, if you are not using any Linux system so as to plant the drivers to the HDD, then what are you doing?
When you boot Win 7 Pro from a USB stick, nothing is changed. You will always be at the same situation (loop).
For that reason, I install a SATA cd media so as to finish with that after wasting 4 days on finding a solution on it.

When you see SATA Emulation -> AHCI
press the ENTER key.
That should open a "pull-down" menu, showing AHCI and IDE values.
Use the UP/down arrows to highlight the IDE value.
Press ENTER to close the "pull-down".
Press F10 to "Accept" the change.

No, the problem is just that in BIOS section, when you see
SATA EMULATION --> AHCI
you can press ALL the keys on your keyboard but nothing happens
There's no way to change AHCI in IDE, this is what prevents to install Windows 7...

Try each of ENTER or TAB or PAGE-UP or PAGE-DOWN or SPACE-BAR or RIGHT-ARROW.
Obviously, pressing F10 ("accept") works. Correct?
What is the "option" that is listed on the screen just ABOVE this option?

The problem is just that, the only option is AHCI!
I think HP coul resolve all with a BIOS update!
Look at the attached image, if I press F1 when on the Sata Emulation mode, it lists all the option... only 1 option...
All other key works (F10 to accept works but there is nothing to change and accept!!)

Actually, if the chipset of another motherboard is the same, as it is in this case, you can use the drivers from the model I suggested.
As far as I can see from the information you have posted before, the discussion is about Windows 7, not Linux.
When you are in the BIOS and trying to change the SATA mode are you using the right-arrow and left arrow key to change the mode instead of the up and down keys?

Neither drivers are working nor sata emulation changes can be implemented.
For that reason, as i wrote, i did not install any Linux and our discussion is for Win 7 Pro(x64).
I plugged a sata DVD media to the motherboard and then I inserted the Win7 Pro DVD and the process was ok.
Before doing that, I tried something special and more difficult. I tried to boot from a Linux Mint DVD so as to insert all the drivers to C:\ drive.
After that, the computer is restarted again and tried to boot from a USB stick the Win 7 Pro OS.
Also, I tried to install all the chipset abd the USB storage drivers by pressing Browse button but the outcome was the well-known error.

Is the issue resolved?

The issue is resolved after plugged in a DVD media(SATA) to the motherboard directly.
This is very importnant to be mentioned because any other solution by your side does not work.
Also, it is needed to mention that HP made more difficult the process for any engineer to install an OS to a FreeDOS computer which is unacceptable in my opinioin.

I don't consider the issue resolved until I don't have "IDE" choice in BIOS - SATA Emulation
Personally, I tried also with a DVD media connected to MB but nothing changed
Our solution (but it's not a solution, it's a workaround) was take an unexploded 7 installation from a compatible PC and clone on the hard disk of this PC
