Computer is manually turned of, then turns itself on with a screen That has me choose a keyboard option.
Next, another screen comes up saying "Choose an option". Choices are "Troubleshoot" or "Turn off your PC". So I choose "Troubleshoot" which goes to an "Advanced Options" screen. On this page, NONE of tge options work at all.

I asked you to do the hardware tests
if a hard drive problem is encountered, you should have an error code.
From there I could have guided you for the rest ...
I suspected a hard drive problem, but as nothing is certain, it could have confirmed it.

What happened when you tried "System Restore", to time-warp your computer back to a date/time when it was working properly? Error-messages?
Sometimes, even when it reports "could not fix", just reboot your computer, to see if does start normally.

You were asked by @Prométhée to run the HP diagnostics -- which is the same advice I would have given -- as we need the results of those to provide any detailed advice. Running a refresh tells us nothing useful about any faults.
