Please provide the Product ID or exact model name for better assistance. Preferably the full product ID including the characters after the # symbol. This code may be needed to find cloud recovery files.  The serial number is not permitted to be shown publicly.  There is no harm in showing Product ID.

There is some type of problem at the cloud recovery site

Cloud recovery should have worked if your system came with windows  32 or 64 bit

Did your system come with windows "S" or "freedos"?  if so then possibly no cloud recovery.

What caused the problem, if any, in the first place?

Have you run diagnostics?
Tap the ESC key after powering on. . Tap it once a second after you see the LEDs on the keyboard flash. When you see the startup menu, press F2 to run diagnostics.
Do not allow any updates if disk or memory fail, especially a BIOS update.
You should see an image like the following.esc-startup.png

Does the F11 show "System Recovery" ?
