That does not sound good. Could be a problem with mouse or the task bar, or the "setting" app is hung, or a disk drive problem where the app cannot load.
Try the following
https://www.isunshare.com/windows-10/3-ways-to-open-pc-settings-on-windows-10.html
if none of those work and rebooting does not fix the problem then look in the windows system log using "Event Viewer" for any errors or warning.
