I solved the problem by using a different keyboard - sold by a different company. I will be considering alternatives to HP next time. It just isn't worth it to me to have to redo, undo, hack, or find workarounds for HP's misguided notions of what it thinks its customers want.

I have just purchased model 24-XA0181NA and it has the same infuriating function key setup.
I am using software which makes heavy use of function keys and having to press the fn key first is extremely annoying.

Welcome to the HP Support Community.
Change the action key setting from the BIOS Setup Utility.

Press and hold the Power button for at least five seconds to turn off the computer.

Turn on the computer and immediately press the f10 key repeatedly to open the BIOS Setup Utility.

Press the right or left arrow key to select the System Configuration menu.

Press the up or down arrow key to select Action Keys Mode.

Press the Enter key to display the Enabled / Disabled options.

Press the up or down arrow key to select one of the options.

Enabled: Does not require pressing fn to use the actions printed on the function keys.
For example, pressing f8 lowers the sound as printed on the key. Alternately, pressing both the fn + f8 minimizes and maximizes a web browser.

Disabled: Requires pressing fn to use the actions printed on the function keys.
For example, pressing f1 opens a help window. Alternately, pressing both the fn + f1 keys puts the computer to sleep as printed on the key.

Press the f10 key to save the selection and restart the computer.
If the issue still persists, there's no solution to this issue, its just designed the way it is.

That is the old BIOS screen.
The HP Pav All in one does not have the "action key modes" option on the BIOS menu.
Has this problem still not been fixed?
How do we disable the auto (function) key?
E.g F2 should be edit on Excel, not change the volume/brightness

That said, I must let you know that this isn't an issue, it's by design,
Function keys settings are only available for laptops, the default function for all-in-one devices cannot be changed.

Who in their right mind takes away an option form the end user? And why was something like this done by design. Not everyone who buys an All-in-One tech illiterate. Some of us know what we are doing and want to work how we see fit. Having to now press an extra key in order to accomplish something that takes one key press on a real keyboard is ridiculous.
I use Photoshop quite a lot and assign Actions to the F keys. But because of how HP decided to implement the Action keys and how they decided that we shouldn't be able to disable those action keys, it's now become awkward running my Photoshop Actions. With no option in the BIOS (HP Pavilion AiO 24-xa0119), and none of the key combos to enable Fn lock working (F + Esc or Fn + Caps lock), I'm stuck in this predicament. Why is there a dedicated Paste button but no Fn lock (or Num lock for that matter)?
Is my only option to go out and buy a real keyboard so that I can use this computer and my programs properly? I find it incredibly annoying when companies think they know how users want to work to the point where they remove the choice from people. Customers should be telling companies what they want, not companies telling customers what they should want or what they don't need.
