So, two years later, after the post here by Lukam1 and later replay from user Ferkner and others, is it possible we don't have ANY SOLUTION for this?

I want some solution how to change Fn keys to use them for normal operations and not for some stupid hotkeys? I am using Hp Pavilion all-in-one Pc 27-d0000i. Let me remind all the HP Support, we don't have the option in BIOS to change this. If there is some upgrade for BIOS where this would be possible send a link. Also, there is no Fn Lock key anywhere on the keyboard that was supplied with the PC.
If there is any user here who found a solution even using some third party software, please share that with us.
I bought a new HP AIO and never imagined something like this could pop up as a problem. Literally If I new about this I wouldn't buy this PC. How is it possible we came to a situation where we as users don't have a option to use the keyboard that was bought with the PC, as it should be. Primary action first and secondary action or hot keys as second. Since when it is more useful to have a rewind back button as something I am going to use more then for example F5 refresh or F2 rename button. This is just completely wrong. Then all the support we get is explanation how to try to change this in BIOS while all of them now that BIOS for AIO is not same as for Laptop. And why year after year we don't get the upgrade for bios with this option enabled also for us who bought AIO but not a Laptop. Is it really possible, as user Ferkner said, that we all need to buy a new normal keyboard immediately after buying a PC that costs 1000+ EUR.

unfortunately the only possible solutions currently are software, or hardware replacement
There is a solution, but that is to block the key, and you may break the keyboard
Unfortunately either this is not suitable or user feedback
