Canon Pixma is hooked up by usb cable but not recognized by computer.

Assuming the USB cable is good and the printer is good, have you installed the software package from Canon for that particular model of printer?

Well, the printer appears to be "online" now and after sending "test page" it shows up in queue as printing but nothing is happening. Baffled.

Well, you did not answer my question.  Also, check in the Windows 10 settings page for "Devices", then click on the "Printers and scanners" section.  Does it show up there?

I am not sure if the HP Print and Scan Doctor  will work or not, since the printer is a Canon, but you can follow the rest of the document.  If that fails to fix the problem, try looking at this
