My camera started working again all of a sudden, and I cannot tell if it was because I messed around with the privacy settings or something else. Nonetheless it did come back on for a few days. Some time after a Windows 10 update, however, it has stopped working. To give a step-by-step troubleshooting process outside of all of the ones recommended by default, I would:
1. Turn on an application that utilizes my PC's camera. In this case, the "Camera" app for Windows.
2. The lighting for the camera comes on.
3. The video feed is blank, as if my camera isn't capturing anything at all.
4. On a video conference app called "Zoom", other people were not able to see my camera's feed as well.
Also I believe there is important background information I have to share.
Maybe a little less than a year ago (Between November 2016 and February 2017), my camera stopped working, and it stayed this way up until a week ago where it worked again, albeit a little bit. One thing I noticed is that the imagining device that shows up in Device Manager is named "SPCA2082". I am very sure that the device was previously named "TrueVision HD Webcam".
I have tried everything I could think of doing including the usual troubleshoting actions:
- Made sure driver is up to date
- Made sure a better version was available online (there wasn't)
- Uninstalled driver and restarted computer
- Rollback driver (the driver itself wasn't that old to begin with. Functionally, it would go back to "TrueVision HD Webcam if it was a true rollback I would think)
- Toggled Privacy settings between "On" and "Off" for the entire camera and apps
- Tested video on applicable programs like "Skype" and "YouCam" by Cyberlink
- Installed Cyberlink "YouCam" software in Compatibility Mode for Windows 8
I was expecting to be able to attend a couple of job interviews that need to be done on webcam. Any help is appreciated!

I understand that the Webcam stopped working again and it works intermittently.
I'd like to help.
I see that you have already attempted all the troubleshooting steps. I appreciate the effort and expertise.
Since you are facing this issue for a longtime, I suggest you do a System Recovery to Factory Settings and check if that fixes it. But if you need it working as soon as possible I suggest you try the System Restore to an earlier date when the Webcam was working ( but this might be a temporary fix ).
System Restore : -
- Select the Start button, type control panel and then choose it from the list of results.
- Search Control Panel for Recovery.
- Select Recovery > Open System Restore > Next.
- Choose the restore point related to the problematic app, driver, or update, and then select Next > Finish.

Thanks for your reply.
I have reset my PC as you have suggested. Unfortunately the problem with the camera persists. I have tried using it on all aforementioned programs, bar "YouCam", with the same results.
Speaking of the YouCam, the DxDiag file now only shows the SPCA2082 Camera as a video capturing device, and not the WebCam Splitter from YouCam. Not sure if this is needed as I do not look to use multiple video streams, even for the fun little "Camera" art games.
Will watch for more suggestions. Thanks.

Unfortunately, none of these are working for me. Still trying to figure it out.

This has actually been a problem for me for almost a year now if we don't count the short time it came on. Not exactly the same driver issue, but definitely a driver issue nonetheless. I cannot do recovery manager because the new BIOS I believe disabled the function, so I cannot reinstall an older driver.

I reviewed your concern and the entire conversation, did some research and here's what I recommend:
There are a few things you can do in your situation, first of which is to attempt to recover the original webcam drivers from the HP Recovery Manager:
Use the following steps to reinstall original software or drivers.
-
In Windows, search for and open HP Recovery Manager.
If prompted for an administrator password or confirmation, type the password or provide confirmation. If prompted by User Account Control to allow the program to make changes to the computer, click Yes.

Under Help, click Reinstall drivers and/or applications and wait for Recovery Manager to generate a list.
And/or if that doesn't work out, Click here to find and install the drivers for your webcam to check if that works.

Thank you for your reply and I thank you all for replying pretty well so far.
I am unfortunately not able to access "Windows Recovery Manager" from the Explorer. It seems like I am only able to access it from the pause-boot menu when powering up the PC. This version of the Manager does not have an option to reinstall certain drivers from the "Help" section.
@The_Fossette also posted a link wherein there were details about not being able to access the options you posted after upgrading Windows. I believe the functionality was lost due to the upgrade OR some update.
On that note, factory resetting the PC would only send me to the last factory image of Windows 10 right? For it to be to the point when I bought the laptop, it would have to be Windows 8.1, which was the operating system when I bought the computer. This would mean I would have to have an image for Windows 8.1 either by disc or some other method.
With all of that said, even after doing all that, I would have to forgo Windows 10 just to use the webcam, which will most-likely run into the same problem if I upgrade again (which I think I'd have to pay for unless I made an image myself). Is there not simply a download for the "TrueVision HD" driver that you all trust?

I see that you have tried multiple troubleshooting steps and the issue persists.
I suggest you contact out Phone Support and they will be able to Remote into your computer and help fix this Webcam issue.
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone number and phone number appear.
