I found a solution, posted on another thread about the camera suddenly ceasing to work. Your father may well have the free progam 'ccleaner' installed already. I recommend it if he doesn't. Apart from its cleaning functions if you click 'tools' up comes a list of programs in alphabetical order you might wish to uninstall. This is the clearest list to read even though you do not wish to uninstall a program.
Look for the program "Realtek PC Camera" If it is there - then one of the other solutions on this thread EXCEPT updating the driver may work. But it is very likely the Realtek PC Camera program is absent. I am sure a Windows update 1809 removed it from my PC but that is a side issue. If this program is absent you can search the web for 'Realtek PC Camera' and you should see a link to Softpedia. Click it. In their site look at the driver numbers for 10.0.10586.11226, if absent any higher number or the nearest lower number. Download that (the download may automatically offer the latest version). After rebooting the PC check the ccleaner tools uninstall list again. The Realtek PC Camera should be there. If it is your camera will work.
Word of warning, do not use Device Manager - update drivers. it is not finding the right updates for this camera and will disable the camera again if used. Then you will need to repeat this solution.

Thanks for your reply as a possible solution. I decided to buy my father an external webcam which he received and is up and running and works very well. I think this was the best thing to do but i appreciate everyone's help on this!
