Cant access On-Screen Menu

I have an HP V28 4K monitor and when I try to access the OSD it says "On-Screen Menus Locked"

I have tried holding the button for 10 seconds but nothing changes.

I have seen similar problems many times.
most often nothing to do, because hardware problem
check the options:

User Guide

Maintenance and Service Guide

if indeed the manipulation does not solve the problem little chance

maybe try unplugging it completely
wait a little less than an hour maybe
reconnect the power supply, and immediately try the unlocking procedure
