OP here. J0hnnie, don't you think all this has been tried? I certainly have. None of it helps in the least. As I have said previously I have also wasted money on various new cables.
Like others have said - it worked fine, then it stopped working. Nothing happened to the original cable. it was plugged in when it stopped working..
Since then the monitor only works over HDMI, and can do 30hz only. It's BS.

I am having the exact same issues.
Takes ages to connect to the display, and lousy update rate when finally connected.
This used to work perfectly.
I am having a hard time believing this is not a software issue where we are experiencing the same problems.

I'm having the same problems since my latest OS update.
Like you I'm able to use HDMI to connect, however when I do this I lose ability to use the microphone and control audio out. Are you having this issue?
Has anyone tried a DisplayPort to USBC cable?

HP does not provide display drivers for macOS and in reality they should not be needed as DisplayPort and HDMI are standards.
I realize this started way before the latest Catalina update but there is a thread on issues with 10.15.4 that has some tips that might be useful to try.

Most notably many say that resetting the System Management Controller (SMC) resolves odd display and power issues with USB-C and DisplayPort.
