I have a HP Pavilion all in one desktop. Just recently when the monitor goes into sleep mode, it does not wake up even though the computer is working. If I do a hard restart it works fine until in again goes into sleep.

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
Did you update the windows on your device?
While you respond to that, here's what you need to check:
Step 1: Enabling the Keyboard in Windows
Skip this step if the computer does not enter sleep mode or if the computer wakes unexpectedly.
Follow these steps to enable your keyboard to wake your computer from sleep mode:

In Windows, search for and open the Device Manager.

Click the arrow next to Keyboards and double-click the name of your keyboard.

If the Power Management tab is available, proceed to the next step.
If the Power Management tab is not available, click the Change Settings button if it appears below the Device status box. The same Keyboard Properties window opens with the Power Management tab available.
If you are prompted for an Administrator password or confirmation, type the password or provide confirmation.

Click the Power Management tab and make sure that the box next to Allow this device to wake the computer is checked.

Click OK, and then test to make sure that the keyboard can now wake the computer. If the computer still cannot wake from sleep mode, continue using these steps.

The problem is not fixed after several days of working with support and paying $199 for services. If the pc goes into sleep mode, it will not wake up with either the keyboard or mouse. I changed my setting for the pc to never sleep and it works fine now. There seems to be a problem as I have seen other posts from clients who have the all in one Pavilion who are having the same issue.

I have escalated your concern to HP’s Support Team in your region to have it reviewed for options, if any. You should be contacted within 4 business days (Excluding holidays & Weekends).

As I understand the device isn't coming out of sleep mode,
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
What is the product number of your device? Use this link to find it: http://support.hp.com/us-en/document/c03754824
(Ensure you do not share any of your personal information such as serial, phone number, email ID, etc...).
When was the last time it worked?
Have you attempted a system restore to an earlier date it had been working?
While you respond to that, here's what you need to know:
If the computer does not wake from sleep or hibernate mode, restarting the computer, changing settings, or updating the software and drivers might resolve the issue.
If you have a notebook computer that cannot return from sleep mode, first make sure it is connected to an AC power source and the power light is on.
Step 1: Restart the computer
Restarting your computer erases all information in the computer memory, which might restore functionality.
If the issue persists after restarting the computer, continue to the next step.
Step 2: Enable the keyboard to wake the computer
Enabling your keyboard to wake your computer from sleep mode might resolve the issue.

In Windows, search for and open the Device Manager.

Click the arrow next to Keyboards, and then double-click the name of your keyboard.

I understand your concern & recommend you change the power plan settings to resolve this issue,
Switch turn off the display to NEVER,
And select your preferred time for "Put the computer to sleep" as this should do it.
Selecting a time on "turn off the display" puts your device into a deep sleep causing this issue,
