Microsoft Windows 10 (32-bit)

Hello. My monitor screen displays a black bar across the bottom of the screen. Tabs across the top are not visible. Address bar is visible. How do i lower the screen to eliminate the black bar and bring tabs across the top into view. Display resolution settings do not alleviate the issue. Drag and drop doesnt work. Thanks

Sorry, I don't understand everything you say, but if you have a problem with the taskbar see this
