HP monitor

I just bought an HP monitor as a second monitor to connect to my surface pro laptop. I connected the monitor with a switch control using a VGA cable. I get an error Input signal not found Check the video cable and cable source.  My laptop does not recognize the monitor either. When I go to input on the screens menu it shows VGA selected which is correct but the screen is blank.

It is not clear as to the "surface pro laptop" version, so please describe that host in more detail.

Also please explain in more detail " I connected the monitor with a switch control using a VGA cable."  If the Surface does not have a VGA output but HDMI, the the adapter must be an active adapter.  Just an FYI
