Hi:

Unfortunately, that is a very common problem with the Ralink Wi-Fi/Bluetooth adapter and the newer builds of W10.

There is no fix.  I'm very surprised the Wi-Fi didn't disappear either because that usually goes out on the newer builds of W10 as well.

The solution is to purchase a USB Bluetooth adapter or replace the internal Ralink Wi-Fi card with one that works better on W10.

You can also reinstall Windows 8.1 where the Bluetooth will work fine.

If you want to replace the internal Wi-Fi card, then you may as well also upgrade it to this model:

Intel Dual Band Wireless-AC 7260 802.11 ac 2x2 Wi-Fi + BT 4.0    HP Part # 710661-001

You can find this model Wi-Fi card on eBay.  Search by the HP part number, not the model of the Wi-Fi card.

Below is the link to the service manual, where you can find the Wi-Fi card removal and replacement procedure.

In the Device Manager, go to “View > Show hidden devices.” Now, check if the Bluetooth driver appears in the Device Manager. If not, select the Bluetooth node and then go to “Action > Scan for hardware changes.” If this brings the Bluetooth driver, right-click on it and select Update driver.
