I have a MacBook Pro (running Mountain Lion) connected to an HP Pavilion 23xi external display. The external is connected via DVI-->Thunderbolt adapter, is set as the primary display and the MacBook Pro is mostly in Clamshell mode.
When I put the Mac to sleep, the displays sleep as they should. However, if I put just the displays to sleep (ctrl - shift -eject or hot corner) the internal display behaves as it should but the external display goes to sleep for a second or so then immediately wakes up. It then gets caught in a sleep / wake loop.
This happens when the display is the only peripheral connected. Wake for network access is off, allow bluetooth devices to wake computer is off.
On the off chance that the OS X display sleep settings were conflicting with the monitor's built-in power saving feature, I tried using them independently. When the display's power saving is off OS X just cuts the signal, and the display remains awake. When power saving is on, the sleep-wake loop problem occurs.
This indicates that the problem is with the HP's built-in power saving feature. Any idea how to fix this?

Have you tried to make a factory reset on the LCD screen?
Do you have the possibility to use a direct cable, like HDMI to HDMI to see if the adapter has any inlfuence on the behaviour you have noticed?
Or can you even try to use the LCD with a unit with windows based O.S, using either a direct DVI to DVI or HDMI to HDMI connection, just to see if the same happens?
I have the 22xi, using windows 7 and i use a power command to put both monitors to sleep and i have no issues, but i am using a windows o.s and a direct cable VGA-VGA, so there nothing equal but it works fine.
This is what I use: POWERCFG -Change -monitor-timeout-ac 1
Can you use any similiar command to put both monitors to sleep to see if that works?
Let me know your testing possibilities.

Thanks for the reply. I have tried a factory reset of the display.
The only display port on the MacBook is thunderbolt so I'm unable to make a direct connection. And although I have a VGA cable, I don't have a VGA--> thunderbolt adapter.
I have access to a Windows machine with a VGA port - and the display works as expected. Unfortunately that introduces two variables, so doesn't help matters.
This post (about a different display) seems to suggest that the sleep problem only occurs with the DVI connection.
It's annoying but it seems there's not much I can do apart from getting a VGA-->thunderbolt adapter and trying that. Since the adapters aren't cheap, and DVI is better quality, I guess I'll either have to power off the display manually or return it for one that works with DVI.

Thanks a lot for the tests you have done and I will try to investigate this one a bit deeper.
Whenever possible I will return back to you with any information I might find out.
In the meanwhile, maybe its better that you dont put the monitor to sleep mode just try to see if this command helps. I know you have already tried one command, but this one is on apple website.

The only thing i can suggest for now is either you use the VGA connection, which is not good for you or you can use a USB to DVI adaptor.

Hi the_force. If you are using it on a Windows computer this troubleshooting document might help. HP has no troubleshooting documentation or software available for Mac-OS.

Hi the_force. There is a setting somewhere in the power plan in the "Multimedia Settings", which prevents the computer from idling. I don't recall the exact path, but take a look there. Let me know how it goes.

"When Sharing Media"
Allow the computer to sleep as opposed to prevent the PC from going idle.
