ok so i just disabled intels turbo boost short max Enable. Benchmarked and so far seem to hit the same numbers. I then ran a stress test for 5 mins and the cpu, which was at 90 within a minute before, did not break 80'c. So maybe this is the issue. I suspect that we are causing this "tech" to engage more often than the cooler can handle. constantly spiking power. So Ill keep testing and see if this actually has something to it. basically instead of undervolting, we can just stop intel from overvolting. LOL
update: just played through a few games of pubg...which for some reason runs this rig hotter than tarkov on ultra. But ok. normally see temps above 90c, again stayed around 70c after disabling short turbo boost. I left turbo boost enabled, but diabled the SHORT turbo boost. I am leaning towards this being the fix until someone more educated in why its not inputs.
Found more to support this theory, as well as another option to disable turbo boost from control settings under power management. May be helpful if intel utility keeps reseting profiles. Looks as though this is used to fix intel over heats commonly. (disable intel turbo boost, source Tautvidas Sipavicius)
This app should be able to disable intel turbo quite easily aswell. You can see the option in the pic. (Throttlestop)

Interesting tests, but not a solution for me.
- When I disable Turbo Boost Short Power Max the CPU only goes 90c but, with a CPU-Z score of 7200 but still after a few seconds throttling starts, the score and temperatures goes down to 6863 at 80-85c
- When Turbo Boost Short Power Max is enabled (default), the CPU goes up to 100C, then after a few seconds throttling starts and CPU-z scores goes down to 6885, and CPU stays at 80-85c
BTW, within intel XTU you can clearly see when Thermal o Power Throttling kicks in, so there's the interesting part, after 2-3 seconds there is a Thermal throttling, then the radiator fan kicks in and starts spinning like crazy. Then after 20-30 seconds Power limit throttling kicks in and the CPU-Z score goes down as mentioned, the temperatures as well an the fan get calmer.
- When I set the the Power management values to min 5% and max 99% I only get a cpu-z score of 5200 with 60c, but that's not an option for me.
So yes changing those values will not help me. I'm still not sure what to do, move it other case or give it back, but for me HP failed with my Omen greatly. Still no answer from support 🙂 I'm afraid the only way to use that CPU really is by swapping, the board, the case and the CPU cooler.

what cpu do you have? Im learning/ exploring this as we go so dont usually use cpuz for benchmarks. What would you like to see?
maybe not disabling short turbo but dialing the watts back to say 200w instead of spiking to 250w? just a thought. I know what to bench mark the **bleep** out of mine and make sure im not missing something lol

Looks Like the power at 99% is the issue. my benchmarks stayed the same with that at 100 and temps still stayed much better. ill try throttle stop next.
Throttle stop caused a drop as well. So try disabling short turbo. leaving max power at 100. Set up a pairing profile in intel extreme utility so that it activates that profile at start up with another program. I use voicemeeter as I always have that on. Let me know how that works for your set up.

All those things are definitely not a solution, we shouldn't have to gimp our expensive and high end CPU, to have lower temperatures. I spent almost 5 hours last night testing different games and only in one occasion the temperature rose to 90C, the computer staid almost quiet for all that time. So for gaming I would say it's almost tolerable cooling solution, but still not the best for long term.
Now, there is another factor to consider, I am gaming on 1080p screen, where the CPU plays a bigger role, I suspect that at 2K or 4K the CPU temps will stay much lower, since at those resolutions, the RTX 3080 will take the load and flex it's muscles.
Overall, I have mixed feelings, but ultimately I think I am just going to get a new case plus 240 or 280mm AIO, as a beginning and later on another board, which is really a pity since I like this Omen 30L case very much, I think is the best looking among all pre-builts, sadly it can't deliver with the high end CPUs.
On a side note, the Foxconn made RTX 3080 is exceptional, cool, quiet, heavy, well engineered cooling solution and powerful, I absolutely love it! I think in more roomy case, if won't even go over 65C.

this chips runs hot in every build though..so if intel is adding a software option that is causing it.and i can turn that off with no loss..it 100% is a solution, lol. i literally fixes the problem. otherwise the chip isnt gonna run cool enough in any case. None of this would be the builds fault, hp should have known but its not the setup. I run 1080p triple monitor at 144hz. pubg puts me over 90 in aboiiut 60 seconds. turn off short turbo and that goes away with no performance lost. not sure what else to expect from a solution. I guess you can buy another case. but I dont think its gonna stop the chip from over heating. this isnt an airflow problem. and turning of intels short turbo doesnt gimp the system. I also never said do all those things. I listed 3 things that basically do the same thing, you applied more than one at a time and had bad outcome. I see no reason to not just turn off intels turbo short boost. my cpu is still right where it should be. I just benched it through cpuz. But if you go the case route let us know how it works. this cooler isnt bad thats why I looked at it from prevention rather than reaction. once it reacts it cools right down. Id imagine being able to control that radiator fan could make a large impact as well.

I am also noticing a large difference between omen command and speccy/ IEU. Sometimes as much as 12'c. I have more faith in the other apps over omen so that is mildly reassuring. but does nothing for the fan sound when it does spike. Im running now with short enabled but toned down to 200w. Lets see how this works out. As i pretty much only game and stream from this pc i dont need that anyways. If i was editing or something that needs heaps instantly it may be different. the top of this case is also ridiculous for a radiator. Clearly an afterthought. Sorry if i came across short. I just drank a bang and am in go mode rn.

Hey so after 2 days. I'm actually benching higher than stock if I set short power boost max to 200w. My temps stay good. My fan still kicks on annoyingly loud but now it's at 85. And then goes down to 75ish. I also went into geoforce control and set my you gpu fans ideal temp to lower than stock(85'). It's interesting that they come that high as ideal. Seems to be running well. I doubt intel utility comes machine specific, more so CPU specific. So some tuning will probably benefit anybody. I'll attach a photo of my stress testing at different wattage in short and it shows some evidence of correlation. I would need to repeat to really "test". Maybe you can try lowering short turbo wattage and see if you see the same results? Figure this time of year a new case is a week a way so nothing to lose.
