Сначала научитесь делать без огромного количества брака свои устройства. Может быть мне чек покупки сюда приложить, дабы вы не усомнились в моём владении (пока ещё) этим ноутбуком?
Проблеме больше недели, её до сих пор никто не решил. Ваши советики не помогают.

I recommend you contact support to further diagnose the issue.
Here is how you can get in touch with support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.

Guys I have somehow managed to solve it for my omen 15 2019 laptop. Or it's just luck.
However, try at your own risk
All I did is uninstall and reinstall from the Microsoft Store until it worked, with some extra steps.
But, before reinstalling I deleted the files from C:\Program Files\WindowsApps, where you will find all the apps from Microsoft Store, Omen Command Center is also here, I deleted that whole folder, and if it had a file open in some HP service I stopped the service from task manager and deleted again. If you don't have permission to access WindowsApps folder search on google how to find Microsoft Store Apps Install Location- you will have security instructions for access there.
If you reinstall and it says it's missing some files, do it again.
It did it for me, after a total of maybe a dozen tries....

Did every step. Didn't work for me. I still get that "The application cannot be run in administrator mode" error.
However, I found that changing the user type from Administrator to Standard helps to run the program under that user. Too bad the community offers better problem-solving suggestions than HP support!
I am very disappointed that instead of solving a problem that came up about a week ago, HP is giving unhelpful and obvious suggestions.

A fix recommended by
omencc.feedback@hp.com
is to set the UAC (user account control) to the default setting.
press windows key + R, type msconfig, g to tools tab, second on the list is Change UAC settings, Launch, toggle to the second position from the top- that would be the default.
