The motherboard in your computer is HP proprietary. It has a 4-pin power connector instead of a standard 24-pin ATX power connector. You will have to buy any PSU upgrade from HP. The current PSU is only 310W. HP has a 500W PSU (L05757-800) that is compatible with your motherboard. However, this is not enough power to run either the RTX 2080 (550W minimum w/ 1x6-pin + 1x8-pin supplemental power connector) or RTX 3060 (450W minimum w/1x12pin supplemental power connector).
Here is a HP Knowledge Base article that will explain what to consider when adding or upgrading a video card. Once you have read the article you will have a better idea of what will work with a 500W PSU.

Welcome to the HP Forum.
Your PC's specs at this Site, in Processor upgrade information, reflect Intel 8th Gen, 65 watt, TDP CPU upgrade options. An i9 CPU upgrade would not be possible.
The 2080 is about five years old. The Nvidia 2080 reference card is about 10.5 inches. My Asus 2080 is almost 12 inches. The 2080 will not fit in the 790 case.
A 3060 at 9.5 inches (length) will fit in your case but you will need to upgrade the HP factory 310 watt power supply to a HP 500 watt power supply.
The HP 500 watt PSU, part number L05757-800 should be available at eBay.
