Hello. I purchased HP Victus Gaming 15-fa1093dx this laptop 2 week ago. it won't shutdown and restart again and again.
Operating System - windows 11 (23h2)
BIOS Version - F.17 Rev.A

It sounds like your HP Victus 15 is stuck in a restart loop. Here are some troubleshooting steps you can try to resolve this issue.
Force Shutdown:
- Hold down the power button for about 10-15 seconds until the laptop completely shuts off. Wait a few seconds, then press the power button again to turn it on.
Check for Updates:
- Ensure that Windows 11 and all drivers are up to date. Sometimes updates can resolve shutdown and restart issues.
- Go to Settings > Windows Update and check for updates.
Disable Fast Startup:
- Fast Startup can sometimes cause issues. To disable it:
- Go to Control Panel > Power Options > Choose what the power buttons do.
- Click Change settings that are currently unavailable.
- Uncheck Turn on fast startup and click Save changes.
Check for Driver Issues:
- Outdated or faulty drivers can cause problems. Check Device Manager for any warning signs (yellow exclamation marks) and update or reinstall the problematic drivers.
Run System File Checker:
