idk but my friend with his i3-7200U configuration could player the game stable at 40-50 fps. And even this one who has pretty similar configuration to mine, can play the game at 70-80 fps. HP computers have one limitation that many gamers do not like. It is not possible to install the latest drivers from graphics card manufacturer. The older HP support graphics drivers must always be used. Thus, one does not benefit from the latest improvements of the graphics card manufacturer.

Thanks, but the problem is only appear at the beginning of game when the temperature is only around 70 Celcius, so that maybe not the case.
Talking about hidden running service, i tried to do some clean boot and that does nothing to amend the issue.
And about reinstalling OS, well i really dont want to do that since there're too many applications in my laptop.

I had fixed the problem

I reinstall the game but change the game folder direction to C drive (which has window folder) instead of D drive. 

I dont think that's completed solution but that's simple to give it a try
