And CPU might go up and down will you game too. Monitor task manager for a good while.
Perhaps post a screen shot of it also.
Are your temps with in reason?
Speccy or HWInfo are good ones to check temps with.
Another quick fix sometimes is to also go to the Nvidia Control Panel and make sure to set 3D settings to Maximum performance, under global settings. Even if you dont have switchable graphics.
If none of that works and there is nothing starting up in Task Manager to take CPU up, you may have to look into Graphics Drivers. If you have the latest, you may have to try rolling it back a few previous versions.

90 is pretty high. It can start throttling once it gets high enough.
Be sure your heat fins are not blocked with dust.
You can also look into the UEFI Diagnostics tools and run hardware tests.
If you have installed hacks, then I cant help with that.
A reinstall of the OS is all I can offer.

Absolutley not. The OS activation key is tied to your PCs motherboard.
If you have not done so, you really should create your HP USB Recovery media on a 16 GB USB flash drive.
Then you can return it as it was from factory, but you will have to go through all the updates again.
You can also Clean install Windows with another USB flash drive using the MS Media Creation Tool.
When Windows goes online to find updates, it will automatically reactivate.
Be sure to run the Diagnostics first from startup.
Tap F2 at power on, and run the extensive tests.
Just to make sure all that is OK.
