The thermal paste they used was stock and old about one and half year old.,
Should i use third party thermal paste like artic mx-4 instead of that??
but even i do ,all other laptops with stock paste are working fine,
what to do ,i dont want to give to service center if they stole the parts replaced with cheap or made it even worst????

Actic MX4 is fine to use. Yes.
The second fan not turning very much seems normal and is how all of the machines operate. Its been a big cause of discussion in the past. Yours is not the only one. Has a Rep contacted you yet? If not, they will during business hours during the week.

But the acer preadator helios 300 has both fan running at 5000 rpm , and temps remain at 79,
even we leave that similar specs model hp are not having issue i have contacted them already,
even the other users of hp omen dc 0052nr are not having a thermal throttling

Im talking HP brand only with the fan issue. Others may well have both fans on high as I think they should be.
I think you have a different issue going on with yours. You need to get with HP and get it fixed. They should be contacting you as I pointed out by the weekday.

In regards to fan speed I'd take the reading with a pinch of salt, with my system running full pelt I still get a massive difference in fan speeds but holding my hands at the back near both vents the amount of air and heat coming out is near enough identical.
I wouldn't use Intel XTU myself, much preferring Throttlestop. It's more stable.
