I don't think the issue is with Windows 10 as a whole but with the customised Windows for HP, specifically with the omen models, otherwise we'd be seeing a lot of windows users complaining about this as well.
Mine is a 16GB of RAM so its not a memory issue, nor with the mouse either as I've got a brand new USB mouse from HP.
After some digging online I found out that there is ''maybe'' a conflict between Nvidia's and Intel's graphics card posted on the Nvidia forum, by the user ''mrthief123'' found in the link below

Even i faced the same issue with my Pavilion 15-cc134TX.The configuration is i7-8550U,8GB RAM,2TB HDD and 4GB 940MX.
So,the reason for slowdown may be a faulty HDD(atlest in my case) which always sits at 100% in the taskbar and makes your system slugggish and unresponsive.HP tested my machine and gave me DOA(Dead On Arrival because i identified the problem on day 1)
Now after HP gave me a new machine atleast it doesnot sit at 100% constanty(but slow when i remind the hadrdware inside my notebook)so,i upgraded it with 128gb ssd.
The Best solution for this is get an SSD in the M.2 slot atleast 128/256gb anb boot windows from that.Just phenomenal.Try that and you will never ever use HDD.Writing this from my notebook(the above mentioned with the SSD).
Why am i writing if your notebook model is differnt from mine.Well, I was searching for some tweaks for windows 10 and suddenly found OMEN SLOW!!!!!! I felt that thumbnail interesting and made me write this answer.

Thanks, I appreciate your answer and trying to help but, this particular Omen model that I have comes with a 256gb SSD and windows 10 is installed on it. I am not sure if SSD gets slightly faulty too and maybe mine is.
In any case, I will send it back to HP to have it looked at, as soon as I get a another spare computer to work on while its been taken away.

Will do but I cant it send it now before I find a replacement first.
This lagging issue has also been discussed on the nvidia forum here: https://forums.geforce.com/default/topic/1028364/gtx-1050-ti-hp-omen-gaming-laptop-mouse-cursor-free...not sure if you read it but they were suggesting that its an issue with the nvidia graphics card.
