Try these suggestions
If none of them work then possibly the charger has a problem
What is the charger watt rating or spec?
Voltage?
Current?
Wattage?
Please provide the Product ID or Model name for better assistance. Preferably the full product ID including the characters after the # symbol.

Unfortunately those options haven't worked. The charger works fine when in sleep modes, so think its unlikely to be the charger.

Charger has an output of 19.5v-10.3A. That's all I can see. It's a massive battery charger,

I checked your product ID and you have cloud recovery available
Does it charge OK if you leave the lid open and let it go to sleep after being unused. I assume your power plan will has it sleep after a certain number of minutes of not being used.
Leave the lid open and let it go to sleep on its own. Does it fail to charge?
If it fails to charge only when the lid is closed then possibly a mechanical problem where closing the lid causes a disconnect in the power jack module.
What does the windows 11 battery usage display show? Does it show a slow discharge overnight? Here are sample images that show battery drain when not plugged in due to sleep instead of shutdown.
Bring up the control panels "power button" and change sleep to shutdown when you press power off.
Will the laptop charge when it is actually shutdown with the lid closed? ie: make sure your laptops turns off and is not sleeping so you can test if closing the lid cases the problem.

If you restore factory software and the problem still occurs then let HP fix it if in warranty.

If I allow the laptop (as you have suggested) to go to sleep whilst the lid is open it charges! So we just need it to charge whilst in use. I have an online exam next month which is 2.5 hours long, so I'm concerned the laptop will die even though it's plugged into the charger.

Unless you have changed the default power plan, your laptop will sleep after 30 minutes of not being used even if the lid is left open. If the laptop charges with the lid open then I suspect a physical problem that shows up when the lid is closed.
Are there any blinking LEDs that indicate the laptops is being charged? If so, do they stop blinking when the lid is closed?
If your system is in warranty it is possible to get a rental laptop from HP support. It would have to be arranged for in advance and there would have to be a clear indication of failure under warranty that cannot be easily denied by support. Do not try anything before your exam. Two years ago a user tried updating win10 to win11 the weekend before their thesis was due and the results was not good.

Thanks, biker for all your assistance. So the problem is the laptop doesn't charge whilst the lid is open and I'm working on it. Once I close the lid the laptop charges, going from a white led light to orange.
Unfortunately it's not sunder warranty; I got it refurbished, so suspect ts always had this fault
