Missing RAM Omen 15-ce0xx?

I have been running some intensive programs on my laptop recently. Well one of them keeps crashing my laptop so I did some research into possibly adjusting my nvidia settings for the programs and force the gtx 1050ti to use them not the integrated graphics. I got things adjusted and it helpped but it still crashes. After that I looked into doing a ram upgrade. I started out with looking to see what type of ram (DDR4 or DDR3). During that research everywhere I looked it said I should have 16gb of ram when my laptop was only registering 8gb. This morning I popped the bottom off to investigate and I only have one 8gb stick. What should I do about that? Am I actually supposed to have 8gb and the sites are wrong?

Programs I run frequently: UE4, MS Visual Studio, Photoshop, Blender, Quixel Suite, and Quixel Mixer (is the one that crashes my laptop)

The product number can be found on the same label as the serial number.

So then I entered the product number you posted in the HP Partsurfer website to get the parts list for your notebook.

The parts list confirms that your specific notebook only came with 8 GB of memory.

So, I would have to say there is no mistake on HP's part, unless you have official HP advertising that states otherwise.

Now that you know how to take it apart, you may want to add the second 8 GB chip to double the memory as well has have it run in the better performing DDR mode.

Right now, your notebook is running the memory in SDR mode because you need to have two memory modules of the same capacity for the memory to run in DDR mode.
