Microsoft Windows 11

When attempting to start the laptop it boots to the Omen Logo, and I get the spinning dots below the logo, but it never advances beyond that point.  I do not of any particular update before the initial failure.  Since then I have run the HP Hardware Diagnostic from the UEFI screen and everything came up green.  I have also attempted to do a fresh windows 10 and windows 11 install all with the same resulting failure.  I have attempted to do a BIOS reset using the windows + b key stroke but never saw any response from the laptop that the reset was working.  I do not know what to do at this point.

Don't worry as I'll be glad to help, I appreciate your efforts to try and resolve the issue. 
I understand that your HP notebook is not working correctly. If you have already performed the steps from the document HP Notebook PCs - Computer Does Not Start: https://support.hp.com/in-en/document/c01997899No Power or no Boot and the issue persists, it could be a hardware failure.
