When I play games like GTA V or similar, CPU temps hit up to like 100 C and this is not normal (I even have a cooler pad under the laptop). BIOS is updated as you can see. I even tried installing HP CoolSense and it didn't help.
If I go into Intel Extre Tuning Utility and change Turbo Boost Power Mode Max to like 20-25W, CPU starts working at normal temps like 75 C while the Power Limit Throttling always blinks. If I keep it at default (45W) it hits up temps like 95-100 C.

For those who have problems finding a solution for their HP Omen overheating problem:
I did the following and now cpu temp levels never go over 78 C.
1. Updated BIOS and made sure that its on its default settings. Set to default and save and exit (that might not change anything but its a healthy thing to do)
2. Use HP Recovery Manager to reinstall all drivers. All of them.
3. Create your own powerplan (custom plan, don't use HP's plan) and click change advance power settings and go down the menu to find processor power management.
4. Change maximum processor state for plugged in to 99%.
I was hitting 100 C during Witcher 3 gameplay several times and the fan was running at 4400 RPM. Now the fan doesnt evet go above 3700 and the cpu temp is max 78 C.
It's still hot but not 95-100 C hot.

Don't worry I'll try to help you out.
Did you make any software or hardware changes on your laptop?
Please share the product number of your PC to assist you better.
Are you running any high-end application or playing a graphic oriented game on your PC?
Excellent description and a great diagnosis done. It is greatly appreciated.
Try restoring the BIOS to default and check if it helps.
1. Turn off the computer and wait five seconds.
2. Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
3. On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
4. Press F10 to Save and Exit.
5. Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
6. Follow the prompts to restart your computer.
Normally if your gaming or using any high-end application the PC will raise the temperature and if the vents are restricted that will increase the heat more. So if this PC hasn't had the vents cleaned out for sometime this could result in thermal overload and causing your PC to shut down and worse case damage the system to point it no longer works.
You can try updating BIOS and Thermal framework driver using HP support assistant.

Try performing the following troubleshooting steps:
1 - Right-click on any open space on your computer's taskbar.
2 -Select "Task Manager" and press "Enter."
3 -Select "View" from the Taskbar Manager's pull-down menu. If more than one computer is connected to your network, notice the graphs for all CPUs. Select "One Graph Per CPU." This will help determine which computers are using more processing time.
4 -Go to the "Applications" tab. Because this tab shows open programs in real time, you will be able to see exactly when a program has been opened and closed at the time that it occurs. Identify and close selected programs by highlighting each one separately and clicking on "End Task" to free up processing time. (Important: Make sure all work is saved prior to closing any programs.)
5 -Go to the "Processes" tab and view them, but do not delete any of them unless absolutely necessary. All of the hidden system processes and programs are listed here. (Note: See Warnings section.)
6 -Set your computer's cooling fan to "Auto." Next, slide the Processing Speed scale to "3-4." Slide the Cooling Method scale to the middle of the range. These settings will slow down the CPU when needed
Also, Hit Win Key + R
Type in “Regedit” and then hit Enter.
Go to ‘HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management’
Find ‘ClearPageFileAtShutDown’ and change its value to 1
Restart the computer
Lastly, try running a system diagnostics test on your PC and check if the hardware components on your PC are functioning correctly.

First of all, I've bought the laptop 15 days ago. So its brand new (no dust or anything). And I haven't done any hardware nor software changes to it. I wanted to test my fps and installed GTA V immediately and found out that the fps is good but its overheating. THEN i updated windows and updated BIOS but it was still overheating.
This is my product number:
Product number : 4TB71UA#ABL
Overheating happens once i start a game like GTA V or Fallout 4 on max settings. The fps is always over 60 which is good but the CPU heats up to 100 C.
I have set the BIOS to default settings (twice actually) and it didnt help at all.
About the vents. They are as you know on the back and 12 cms away from the wall. I also bought a cooling pad with 3 large coolers on it but that only helped for 1-2 degrees C.
I also checked thermal framework drivers and they are up to date. So is BIOS.
System diagnostics test is also run and every test shows passed.
One question tho. You said:

How or where do I change that?
Also I tpyed in regedit and changed ‘ClearPageFileAtShutDown’ to 1. What was that for?

I appriciate your efforts for trying out the steps.
As you mentioned the diagnostics test passed on your PC.
And as you don't see a slider to change the fan setting on your PC.
Some PC's go with this feature, however, since you don't have an option to change the slider.
Try performing a Microsoft push button reset and check if it helps.

Also, Windows uses pagefile.sys for storing the data that would otherwise be in the computer's random access memory (RAM). Sometimes there simply isn't enough capacity to hold all the necessary files in RAM, so pagefile.sys sits on your hard drive or SSD (C:\pagefile.sys) ready to receive data as necessary, and typically the least-used files in RAM are 'paged' out to this file.

I had done everything else and didn't see much improvement. Creating my own power plan suddenly dropped temps from 95+ to around 75 max, with CPU at max load for stress test (with undervolting).
