same version here too, just got update the other day
Ask HP for manual fan control, they do listen, we (intel) got software undervolting enabled by their team after asking. I wouldn't give up hope, they are a good company
83deg C is too high in performance. my cpu is in the 70s when gaming now
My son has a legion with the 4800 ryzen and same 2060gtx I have, and its very quiet unless he puts it in performance mode and even then its okay, and thats out of the box with no tinkering or additional software.
The omens do have good cooling so what you are experiencing should be able to be fixed with a tweak to command centre.
I did replace the thermal paste on my omen, that helped a lot. If you do that I had best results with KPx kingpin cooling. There are videos on youtube, its easy enough to do

@Derekg05, which BIOS version are you referring to?
@BADMYN, it depends on what specific model of OMEN 15 are you looking at, the AMD version is still noisy and behaving badly with fan control

I just bought Omen computer yesterday and nothing is resolved. I updated to the latest bios version, the fans are still so much noisy... It is shameful to them for selling such products... I wanted to try a new brand but I guess HP isn't up to date for quality compared to other brands. Great that I can send back my product 🙂
