Product: OMEN by HP 15-dc0010nr

I've deleted OCC and reinstalled it and nothing changed, I also downloaded the HP Support Utility thing when it prompted it and still can't figure out why it is not showing the lighting option

There is no lighting option in the OCC because that laptop does not have an RGB keyboard.

You need one with the 4-zone RGB keyboard and yours only has a 2-zone red backlight.
