The specs of your machine is

   https://support.hp.com/au-en/document/c06459095

It has one Sleep and Charge port which allows you to charge your external devices (phone, tablet   ...) when sleep or even when machine is off. You can disable this function using Device Manager

(a) Go to USB contollers

(b) Right click the port you want

(c) Select Properties,

(d) Go to Power Management tab

(e) Allow computer to turn off this ...

(f) Click Apply/Ok to get out.

Regards.
