What do you mean by saying "install manually"?

Download installer to desktop and install it. Do not use Hp support assistant or Windows update method.

It worked for me.  Download the bios from English-language site, not a regional site.

Remember to make sure that TPM is enabled in the bios too.

Link is in my post with solution, read it carefully you will see. Just enter the model or serial number of your laptop and it will show you the drivers, download the bios.

This solution isn't working for me.

What I already tried (with and without HP Support):

- Installed BIOS F12 Rev A multiple times in multiple ways (Windows Installer, Recovery USB Stick, Win + B keys, 4in1 key tool and so on).

- Installed TPM Chip manuelly (via device manager -> add legacy hardware)

- Tried to downgrade the BIOS to version F06 and F10 (both not working, in the begining of installaiton there is the error message like "the signature file can't be open")

- Reinstalled Windows 10 in different versions (from 1809 to 21H1)

- Tried every setting combination of BIOS (clear TPM cache, factory settings, disable and enable and so on)

Nothing worked right now. The HP Support (Germany) is still going to find the problem. 

Now something interesting:

In the System Informations of Windows 10 there is a error message:

Device Encryption Support: Binding Not Possible. Device Encryption Support. Reasons for failed automatic device encryption: PCR7 binding is not supported, Hardware Security Test Interface failed and device is not Modern Standby, Un-allowed DMA capable bus/device(s) detected

I already send HP Support this message and waiting for some reply.

Same for me, tried multiple re-installation by manually starting the downloaded exe, but nothing changed.

TPM is enabled and NOT hidden in the Bios.

Tried to clear TPM, nothing changed.

I tried the to downgrade my BIOS multiple times too with multiple different methods.  Same as you say. "Unable to open BIOS signature file" even though there is a .sig included with the BIOS file.  It seems that HP or AMI has locked their BIOS from downgrading (probably because of some security update in the newest F12 version).

Also, I have the exact same error message show up as you in my System Information.  Just FYI, I also get the exact same error message on a 7 year old desktop Intel i5 that I use.
