I have an HP Victus gaming laptop, model 16-s0xxx, with the serial number [personal info removed]. My problem is that my RTX 4070 GPU has a power limit of only 40 watts. This limitation persists even during normal tasks, and even though the GPU can reach up to 120 watts, it only consumes 40 watts, which is just one-third of its potential. Even when the GPU uses its maximum power of 120 watts , the temperature only hits 75°C. How can I remove this power limit or at least increase it to 90 watts or 85 watts? At this power, it would still stay well below 70°C."

thank you i update the bios and use a desk now i have not see any drop or limitation of gpu power thank you .

If it can draw 120 watts then what is the problem?
The power draw is based on demand. if the app does not need the power then the CPU will run at a lower speed and so will the GPU.
If the GPU is actually drawing a 120 watts it is bound to have a hot spot of 100c or more
Download GPU-Z and look at the Hot Spot temperature.
the GPU load is what determines the power draw. If the application does not use all of the resources (CUDA or OpenCL) then the power draw will be proportionally less.
If you consistently run at high power loads be sure to get a laptop cooler.

It can use 120 watts only in the first few minutes of use, but after a short period, around half an hour of not using the GPU, meaning when using the laptop for office tasks, the power usage of the GPU limited to 40 watts, and sometimes even after restarting, it starts at 40 watts.

That all looks normal to me. The mobile chip is rated at 115 watts. At %45 load the power draw would be 0.45 * 115 = 51 watts (average) which is close to the 41 watts that GPU-z shows.
When you first turn the system on it's probably gonna do diagnostics which will drive up the load.
if your system is idle and you wish donate its idle time to scientific study, replace your screen saver with one that does research during idle time.

Please look at the video and the picture to understand what I mean. When fully utilizing the GPU, for example here in the game Cyberpunk 2077, we find that there is a limit at 40 watts, which is not normal at all.

Make sure you are not moving your laptop erratically like moving back and forth.
You might download MSI afterburner and see if there is a power limit. It should be %100
