It might be a mistake or it might be how you are printing.
For Example,
If, during the billing period (every month), you print more than your allocated number of pages for your current Plan, you are charged for the extra page sets. I suspect this is true regardless of "free" periods or paid plan periods.
I don't work for HP and I do not speak for HP Instant Ink --
That said, were it mine to do, I would contact Instant Ink Support when the office is open and ask for more information and options.
