I have the same problem and I'm using Edge. Tried Chrome. Same thing.  I can no longer check my dashboard to see how many pages I have left on the month or how many I purchased, etc.  Where is my  HP Instant Ink Dashboard page?

I fixed this problem by doing the below:

Delete specific cookies
  1. On your computer, open Chrome.
  2. At the top right, click More Settings .
  3. Click Privacy and security. Cookies and other site data.
  4. Click See all site data and permissions.
  5. At the top right, search for the website's name, mine was: https://www.hpsmart.com/
  6. To the right of the hp site, click Remove .
  7. To confirm, click Clear.
