I am having this problem as well, started probably 4 - 6 weeks ago. I have done the following:
- Factory Reset My Printer
- Double Checked the Device's Status on the Instant Ink Web site
- Checked the Device Date and Time
- Changed the DNS to 8.8.8.8 & .4
- Toggled the Web Services off and on under Administrator
- Tried forcing an unexpected reboot
I am getting messages now that printing is blocked when printing from my phone, until I acknowledge on the local device.Online, but unable to connect

I had to call Instant Ink support. HP Support would have had me replace my printer completely.
Instant Ink remoted into my PC and made changes to my printer. They changed the IP, which I wasn't super happy about, did some back end and it worked.

Yes, the issue was something on HP's side. While there wasn't any official response from HP. The issue resolved itself for those of us having this issue on 16th September.

Might be worth forcing your printer to check for a firmware update as a precaution.
