After installing new instant ink cartridges my printer stopped working and lost wifi connection. I've tried a factory reset but it gets stuck during setup and can't complete.  The info light and cartridge lights are blinking and the status page reports that the printer is not subscribed for instant ink which it was. In the advanced setup, I noticed that web services are NOT enabled, tried to enable it but it keeps failing.

I understand that you are getting printer connectivity issues, follow these steps to fix the issue.

 

Check with your Internet service provider if your router is able to forward 'Bonjour packets'.  Bonjour locates devices such as printers, other computers, and the services that those devices offer on a local network using multicast Domain Name System (mDNS) service records. The software comes built-in with Apple's macOS and iOS operating systems. 

 

Meanwhile, uninstall the HP Smart app and reinstall it

Follow these steps to delete the HP Smart app:- Go to Users/Username/Library/Application Support/HP Smart.

Then delete HP Smart from the Applications folder and reinstall from the Mac App Store.

 

Download and install the HP Smart app again

Have you checked if the printer is online and if it's enrolled?

 

If the printer is online and if it's enrolled, then I would suggest here is to update the printer.

 

In order to update the printer, On the printer control panel - Setup - Printer Maintenance - Update the printer.

Once done, restart the printer and then check.
