HP Instant Ink Black Cartridge still printing streaks after several cleanings.

Recently I've noticed streaks when printing forms with black ink but today it has gotten significantly worse and I'm missing ink from entire pages. My print level says it is fine but after numerous cleanings manually and through the HP Smart app I am still having issues. I believe I need an entirely new black ink cartridge since I haven't received any since I've been enrolled in the HP Instant Ink program which I purchased at the same time as the printer almost 2 years ago. Not sure what the process is to get new ink since none of the troubleshooting I have done so far is working.
