The Instant Ink plan does not charge for ink, it is a subscription for a prescribed number of pages per month. the Instant Ink cartridges have larger capacity than standard cartridges and will last longer. The Instant Ink program monitors the ink levels and will send cartridges as needed. They aim to send a cartridge when you have two months or less of ink remaining.
Are you out of ink? If you have changed out the Instant Ink cartridges with retail cartridges the system will not be able to properly track ink levels and send new cartridges as needed. Also, your printer needs to be connected to the the internet so it can properly communicate with the Instant Ink servers to send ink as needed.
The document here has information on contacting HP to get replacement Instant Ink cartridges. Go to the HP Instant Ink site, the phone number (or chat option for some countries) will be listed in the lower center of the opening screen.

The printer must have internet connectivity to be able to track usage and trigger automatic shipment of cartridges. See section 5.c of the terms of service here. If your printer does not have internet capability I suggest you contact the HP Instant Ink folks as shown in my post above and have them cancel your account. You will then need to return the Instant Ink cartridges to HP and replace them with retail cartridges.
