Welcome to the HP Support Community. I'd be happy to assist you with the Instant Ink enrollment.
To better assist you - May I have the exact model name of the printer? Refer to this document for steps to find the product details. Do not share any of your personal information such as serial, phone number, email ID, etc.
While you respond to that, try these steps -
For printers with control panel displays, you can still get the printer claim code by pressing the HP ePrint icon on the control panel display and selecting Set Up or Yes to enable Web Services. Your printer attempts to print a page. If Web Services are already enabled on your printer, you see a Web Services Summary screen after pressing the HP ePrint
icon. If enabled, press Print or Print Info to print the Printer Info Page. Even though you cannot print the page, the action of enabling Web Services or pressing Print or Print Info activates your claim code. Find your HP ePrint email address on the control panel display. Press the ePrint icon again if the Web Services Summary screen goes away. The first part of the HP ePrint address preceding "@hpeprint.com" is your claim code. For example, if your HP ePrint email is "abc@hpeprint.com", then "abc" is your claim code.
If you have a Deskjet 3630, Deskjet 3700 or Deskjet 2600 printer, you can only produce the claim code by printing the page. If only one cartridge is empty, remove it and try to print the page with the remaining cartridge.

I have done all that you said and it worked. The page printed with the color cartridge. My problem is that my black cartridge is out of ink. How do I get the black cartridge. I have been paying my monthly fee for years and now I finally need a replacement cartridge.

Have you checked you HP Instant Ink account page? Your Instant Ink account page will have notifications if there are any issues with the account or recent cartridge shipment, it will even provide solutions on how to fix the issue. You may log in to your HP Instant Ink account page from here.
If the suggested information can't be found, please send us a private message with your Instant Ink account details or you may also respond to the private message I've sent out and I'll help you out, accordingly. Check next to your profile Name, you should see a little blue envelope, please click on it.
