If I cancel Instant Ink and subscribe to it again will it then change my payment date to a new date?

?  Maybe.

The problem is one of scale and timing.

Cancelling the subscription service is not an instantaneous process.

There can be disruptions --

For example all the subscription cartridges stop working after the subscription is fully cancelled.

You'll have to remove all the instant ink cartridges from the printer, then purchase and replace with new HP cartridges.

This is normal.

You have to wait for the cancel process to complete -- as mentioned, it is not a "same day" process.

You might run into issues when you try to reinstate -- For example, if the old subscription is not fully cancelled, the new subscription cannot be shoved in place on top of the uncancelled service.
