Hi,
Ink has dried out but the printer claims the ink levels are fine, hence it will not send out new ink cartridges.
Is this something that can be resolved?

The document here has information on contacting HP to get replacement Instant Ink cartridges. Log into the HP Instant Ink site, the phone number (or chat option for some countries) will be listed in the lower right of the opening screen.
To prevent ink drying out make sure you only use the printer's power switch to turn off the printer. If an outlet switch is used it can leave the cartridges uncapped, allowing them to dry out.
