I seem to be having a similar issue to one that has been posted earlier here;

After having problems printing from some devices I did a factory reset on my printer. 

Since then I am unable to reconnect my printer to the instant ink service. 

I have an instant ink account, that is in credit. Now I am currently paying for a service that I am unable to access. 

My printer has just gone out of warranty so I have used the virtual assistant for "support". I have followed *all* of the suggestions to no avail. 

My printer shows as online on the HPconnected website, but isn't syncing. In the EWS, HP instant ink shows as disabled. My printer is currently displaying the message "Cartridges cannot be used until printer is enrolled in HP instant ink". So it won't allow me to print anything. 

I need the printer up and running as like other parents I trying to home school.

 

Completely exasperated!

My issues were finally resolved by my regional whatsapp support (Thanks Sunny!).

It looks like cancelling and reinstating my instant ink subscription solved my problem. 

I got support to do it because I didn't want to risk losing the credit I had on my account. 

FYI, I had followed all the guidance from the virtual assistant and info regarding switching off and on web settings etc. etc. to try and resolve the problem myself.

So ultimately I'm not sure there was a problem at my end at all!

I hope this is of some help to other that have a printer that is just out of warranty!
