HP 2-Pack Tricolor
macOS 10.13 High Sierra

I recently purchased an HP 2-pack tri color from Walgreens. The package itself had not been opened, but the ink cartridges inside had been opened. The ink in both was either used or completely dried out. Where do I need to go to dispute this and possibly get more sent to me?
