Hello, we bought a printer about a year ago and did not use it for several months. Once we eventually got it up and running, we enrolled in the instant ink program but have not printed enough to get new ink. However, NONE of the prints we have been printing are of decent quality. The black ink does not seem to work, any print test is so poor that it won't even scan to verify. I do not believe we are low on ink, the cartridges simply do not work. How can we get new ink if we haven't even met our print quota? I do not want to keep wasting paper going thru all the test prints

To better assist you -
1) Does the copy print out the same way?
2) What's the application you are trying to print from? Have you tried printing from a different application or devices?
While you respond to that, let's print a Print Quality Diagnostic page -

Make sure to load the input tray with plain, white paper.
-
On the printer control panel, swipe the display to the left, and then touch Setup
.

Touch Tools.
-
Swipe up on the display, and then touch Print Quality Report.
Post the Print Quality Diagnostic page here so we can help you further.

Also, try updating the printer's firmware - HP Printers - Updating or Upgrading Printer Firmware
